ELSA AND THE ELSA CLONES
ELSA is an acronym for: English Literacy Skills Assessment. It is a norms–based, group measuring instrument that quantifies and diagnoses. ELSA quantifies a respondent’s English language (and numeracy) skills performance, equating the competency–input performance level to that of a South African English mother–tongue user. In diagnosing, it shows up an individual’s strengths and weaknesses in an English language work/training environment.
1. BET — Basic Education and Training Band
· ELSA Elementary assesses the language and numeracy competency–input
levels of respondents with educational levels up to ABET IV/Grade 9. It quantifies
only; it is not diagnostic. Duration: 70 minutes.
· ELSA Elementary Diagnostic assesses the language and numeracy competency–input levels of respondents with educational levels up to ABET IV/Grade 9. It both quantifies and diagnoses. Duration: 70 minutes.
2. FET — Further Education and Training Band
· ELSA Intermediate assesses the language competency–input
levels of respondents with educational levels above
Grade 10/NQF 2. It quantifies only; it is not diagnostic. Duration: 60 minutes.
· ELSA Intermediate Diagnostic assesses the language competency–input levels of respondents with educational levels above Grade 10/NQF 2. It both quantifies and diagnoses. Duration: 60 minutes.
· ELSA Scanner Intermediate is a first sieve —
an ‘abbreviated’ ELSA for use with large numbers of respondents
where an indicator language competency–input level is required, e.g. Grade
8, perhaps Grade 9, but NOT Grade 10. Duration: 20 minutes.
3. HE — Higher Education Band
· ELSA PLUS HE assesses the language competency–input
levels of tertiary or prospective tertiary students above Grade 10/NQF 2. It
both quantifies (up to Grade 13+) and diagnoses. The ELSA PLUS can best be described
as an ELSA INTERMEDIATE calibrated clone.
Development
The BET and FET ELSAs were designed and developed by Hough & Horne
(Johannesburg). The HE ELSA (Tertiary) was developed by Hough & Horne in
association with the Unit for Language Skills Development (ULSD) at the University
of Pretoria.
Technical Features
ELSAs are standardised, reliable and valid assessments. The scoring is objective
and the functions are mastery, survey and diagnostic. They are mainly verbal
(written) assessments including mixed power and speed testing, culture fair
(home–grown), cost effective and regularly updated.
Like the ELSA Scanner, the Numeracy Scanner is not a fine–tuned
instrument. It neither diagnoses nor gives a precise functional level. Approximations
are (a) Grade 3/ABET I, (b) Grade 5/ABET II (c) Grade 7/ABET III, (d) Grade
9/ABET IV, and (e) Grade 9+/ABET IV+.
